Time of Sale Inspections

Clearwater Exclusion Program
In accordance with the Village’s Cross Connection Control Program as mandated by the Wisconsin Department of Natural Resources, the Utility is required to conduct inspections for cross connections and backflow prevention of the water supply. Inspections of residential properties are scheduled to occur in conjunction with water meter maintenance, or at time of home sale. The inspection is performed by Water Utility personnel and usually takes only 5 to 10 minutes. In follow-up to the inspection and correction of any code violations found, the Utility will issue a certificate of compliance that is required at the time of closing on sale of a home.

Costs include:
$50.00 for the Code of Complience Certificate
If back flow preventers need to be installed, $17.50 for each outside, $10.00 for each inside.

Changes to the Village policy and ordinance regarding backflow prevention were implemented in July 2009 and include the following requirements:

1. Time of Sale inspections must be scheduled at least 48 business hours in advance of closing on the sale of a property.

2. Any required Time of Sale inspection that is scheduled with less than 48 business hours notice will be subject to a $20 surcharge.

3. A certificate of compliance will be acceptable for a period of 12 months from the date of inspection.

4. Inside and outside hose bib backflow preventers required to achieve Time of Sale compliance must be provided and installed by Utility personnel only.

5. Backflow preventers that are provided and installed by Utility personnel will be warranted for a period of 24 months.

6. Correction of any other type of cross connection or backflow prevention non-compliance issue that is identified by Utility personnel during an inspection is the responsibility of the homeowner.
