Paramount Plaza

This urban park, located in downtown Grafton, is host to an array of community activities throughout the year. It can also be reserved by non-profit Grafton community service clubs, organizations, youth groups, and businesses located in the Village of Grafton.

Order of Priority
The order of priority for use of the facilities shall be as follows:

Group 1 Village and Village sponsored activities
Group 2 Non-profit Grafton community service clubs, organizations, and youth groups
Group 3 Businesses located in the Village of Grafton

Fees
Group 1 No charge
Group 2 Deposit of $70 ($40 returned)
Group 3 Deposit of $190 ($125 returned)

Plaza Use Guidelines:

Permit:
Requests for Plaza reservations are accepted on a first come, first served basis beginning the first business day following January 1 of the given calendar year.

To reserve Plaza, please call the Parks and Recreation Department office at 375-5310 for availability. Reservations are not accepted by telephone. Interested parties must file the necessary Conditional Permit Agreement and fees in person to guarantee a reservation. Check payment must match the applicant’s name on the Conditional Permit Agreement. Checks should be made payable to Grafton Parks and Recreation.

Reservations must be made a minimum of 1 week in advance.

Unconditional refunds will be allowed thirty (30) days prior to usage date. Twenty percent (20%) of fees will be retained as an administrative charge. The administrative charge will not exceed $10.00 for refunds meeting these criteria. For cancellations less than thirty (30) days prior to a usage date, fifty percent (50%) of the permit fee will be retained as a service charge. Refunds will not be allowed on or after a usage date. A user deposit is required and will be refunded with the proper utilization of Plaza facilities and return of key(s). Refund checks will be mailed in approximately four (4) weeks.

If an event must be rescheduled due to inclement weather conditions, the fee/deposit will be applied to your new request.

Amplified Music:
A key is required for electrical outlets on the stage. Keys must be picked up at the Parks and Recreation Department between 8:00 a.m. and 4:00 p.m. for weekday rentals, or before 3:30 p.m. on Friday for weekend rentals. Immediately after rental, keys must be returned accompanied by a completed “Plaza Use Checklist”. An overnight drop box is available for your convenience.

Amplified music (live bands, DJ’s) requests must be submitted in writing to the Parks and Recreation Department, 675 N Green Bay Road, at least thirty (30) days in advance. Amplified music is limited to six (6) hours in length and not permitted after 9:00 p.m. Sunday through Thursday, and not after 10:00 p.m. on Friday and Saturday. An exception to the six (6) hour limit for amplified music can be made for Village of Grafton-sponsored events.

The Village of Grafton-provided sound system is to be used for amplified speaking, pre-recorded music and tuner amplification only. Exceptions are unaccompanied singing for School District and Village of Grafton-sponsored events which will be allowed.

Amplified music must be kept at a moderate level and in consideration of Downtown businesses and residents.

Use of the Plaza
When renting the Paramount Plaza, you are reserving the stage and other designated areas only. The rest of the Plaza is open to the general public.

Staked tents are not allowed in the Paramount Plaza.

Set-up is not allowed prior to the time stated on the Conditional Permit Agreement. The Village of Grafton is not responsible for any supplies or equipment brought in.

Nails, tacks, staples, Scotch tape, duct tape, thumbtacks, screws or similar fasteners are not to be used on any surfaces. Masking tape is allowed.

Extension cords must be “listed” and not multi-plugged.

The Plaza and associated facilities must be maintained and restored to the same condition as when entered. All supplies, equipment, tape and decorations are to be removed by the time stated on the Conditional Permit Agreement.

Trash
All trash must be placed in the proper trash receptacles provided by the Village.

Any event which is expected to generate large quantities of refuse must provide adequate trash containers and shall be responsible for contracting refuse removal following an event. Clean up and removal of any refuse that results in additional cost to the Village will be billed to the sponsoring organization.

Parking
Parking in NON-DESIGNATED area is prohibited. Parking is restricted to public parking lot or the street ONLY. Loading/unloading of vehicles from grassy areas or sidewalks is prohibited.

Local law enforcement officers are advised of the Plaza reservations and must be admitted while on patrol.

Alcohol
Alcoholic beverages are permitted for events by Group 1 and Group 2.

Group 1 and Group 2 wishing to sell or dispense alcohol may do so with permission of the Parks and Recreation Board and by obtaining a license. An application for the $10.00 license can made at the Office of the Village Clerk, Village Hall, 860 Badger Circle.

Alcoholic beverages are permitted in designated areas and boundaries must be posted with signage and fencing provided by the Parks and Recreation Department office. In addition to the fee, a separate deposit of $200 (for signage and fencing) is required.

A Village-issued liquor operator license holder must be present at all times during the period when alcohol is sold.

For alcohol purchasers and consumers, wristbands will be issued by a representative of Group 1 and Group 2 upon presentation of proof of legal drinking age and must be worn inside designated areas.

No alcohol will be allowed outside of the designated area. Representatives of the Group must staff exits of the designated area where alcohol will be consumed in order to eliminate the consumption outside of designated area.

Glass containers are prohibited.

Sales
No soliciting or sales except by permit.

The use of the Plaza for sales and vending activities by Group 3 is prohibited. For Groups 1 and 2, sales and vending activities in the Plaza may be allowed as part of an approved event.

Miscellaneous
Animals are not allowed in the Plaza (except for seeing-eye dogs).

No fires except in grills. Grills will be allowed in grassy areas only. No grills are allowed on the stage in the Plaza.

Group must provide proof of Insurance consistent with the Village’s minimum requirement.

For events scheduled for period longer than 2 hours, portable toilets must be provided by the Group in accordance with requirements established by the Parks and Recreation Department.
